REALIZATION OF SUSTAINABLE CIVIL INFRASTRUCTURES THROUGH EFFECTIVE PROJECT MANAGEMENT IN A CHALLENGING ECONOMY

Abstract

Infrastructure and effective project management is a great challenge facing sustainable development of infrastructure in Third World Cities and Civil Engineers have a lot of roles to play in sustainable infrastructural development in a challenging economy. This paper examines ways of realizing sustainable infrastructures through project management and civil engineering practice. Secondary data from works of literature and notable information from engineers were utilized. Project management is very essential for eliminating time extensions and cost overruns in civil engineering projects. Typical key assessment indicators identified included effective project delivery, appropriate funding, manpower development, the emphasis on quality assurance, timely analysis of markets and projects, financial risk, public safety, the scope of work, work schedule, effects on local development, effects on water quality and other notable indicators. At the planning stage of civil engineering projects, a maintenance strategy must be incorporated into the whole-life-cycle costs of infrastructure development. Factors affecting the lifespan of infrastructures include the quality of the infrastructure which depends on the materials used, technology and expertise, environmental factors, usage and maintenance. Poorly maintained, un-serviced and uncompleted infrastructures are non-adequate infrastructures as they cannot function efficiently. Physical infrastructures like buildings, roads, lifts, aircraft, telecommunication masts, airports, coaches, trains, rail lines and train stations are neglected to decay because of a lack of maintenance strategy. Infrastructure projects require the establishment of sustainable project objectives, project management and governance. It was concluded that sustainable infrastructures can be realized through effective project maintenance and civil engineering practice in a challenging economy.
