2001 census of India indicates that nearly 21 million of its citizens are disabled. This constitutes a significant fraction of our population. Out of this figure a large number of people are visually handicapped. They have problem related with their visual capability i.e. either they can’t see things completely (totally blind) or have vision problem related to contrast, color, distance, unclear vision etc. (partially blind). The field of medical science is working hard to overcome the diseases that are responsible for these deficiencies, yet a large number of people are not benefited. Although the contemporary technological advances have assisted such subjects, especially the paradigm of image processing and speech processing has helped the people impaired of vision and hearing. Unfortunately, India been lacking in such applications. So my primary effort was to figure out the previous work done and gain understanding of such existing applications. My attempt is to catch up with the pace of ongoing research activities and contribute to this socially influential field. Thereafter, once I am acquitted with the present scenario and its prospects, I aim to build this project to help that section of society which has remained almost isolated from the benefits of the recent technological developments. The proposed work aims at building a reading support to the visually impaired person. It includes the development of a reader who can convert the pages of a book to ASCII text with an interpretation of the visuals also. The reader is developed with the help of an open source OCR engine.
